Innovative social services in Europe

Find out what social innovation is, and what are the challenges in defining, providing, measuring and developing innovative social service in health, education, welfare and accross these sectors that the EU countries are currently facing.

Financial support provided under the 7th Framework Programme for Research, Funding scheme ‘Coordination and support action’ (EU) enabled the Innoserv Project Consortium to conduct an overview of available scientific, professional and empirical literature on social innovations in Europe. About the study
This is the final report of a literature review on innovation in social services in Europe both on innovation in the field of health, education and welfare and across the boundaries of these
sectors (‘blurring boundaries’) within the InnoServ - Innovative Social Services platform Project under contract to the 7th Framework Programme for Research, Funding scheme ‘Coordination
and support action’ (EU).

What does innovation in social services in Europe mean?
Trying to answer this research question constitutes the main aim in view of which the literature review has been
undertaken. Based upon empirical evidence and theoretical information available - the status quo of research and the input from practitioners - the literature review is aimed at detecting current trends and directions. The information has these objectives to identify:

1. concepts and definition (dimension and sub-dimension) of innovation and innovative approaches in the field of social services on one hand, and on the other hand research fields
and themes to investigate innovation for social services provision. The distinction between product, process and content innovation was one of the analytical instruments for searching
and retrieving the appropriate literature, analysing and synthesizing the findings;

2. factors driving innovation, types of innovation prevalent in each sector, new forms of social services, innovative practices and fields, new targets, demands and social needs as
determined by the current demographic, economic and political situation in Europe;

3. practical cooperation and networking of actors across different service fields and governance level but also the role of competition in the social services sector; the emergence
of hybrid organizations which combine features of NPOs/NGOs, profit-organizations, and volunteer associations; the role and collaboration of different actors (users and
beneficiaries, volunteers, paid staff and professionals, policy shapers and managers, social and organizational representatives controlling social services organizations, financiers and
directors investing in and controlling commercial enterprises);

4. key issues and challenges in researching and analysing innovation in social services considering a methodological level (i.e. indicators to evaluate innovation)

Within the project, Multi servis d.o.o. is researcher for ENIL – European Newtork for Independent Living. The research conducted encompassed academic, professional and “grey” literature in 13 languages. We are pragmatic and hands on. We feel strongly that plans and projects must be based on economic reality and focus on the real needs of the ultimate user. We have background in both government and private sector activity and understand how they can and need to work together. Our experience allows us to combine sophisticated methods with a straightforward approach that our clients understand and appreciate.

Our projects are mostly in Serbia, but we routinely travel to other countries to meet client needs and for consulting assignments. We work either on a consulting or study basis.

CONSULTANCY INDUSTRY IN SERBIA - SUMMARY REPORT

Multi servis offers a range of services that contribute to an effective preparation, design and implementation of monitoring systems.
We conduct policy, program and project evaluations.
For example, in cooperation with the City of Kragujevac Gender Equality Committee and with UN Women support, we developed a model system for gender disaggregated data collection, gender sensitive data collection and monitoring of local self-government’s progress towards gender equality.  This model is posted on the Gender Equality Directorate, Ministry of Labor and Social Policy web site as an example of goo dpractice.
